This is attached to the D-ring at the back of your belt, passed between your legs and attached to the front of your belt buckle.  Divers usually have their belt slightly loose to avoid being restricted, so this product stops the weights from slipping up your chest when you dive.   Your belt stays fixed on the waist and doesn’t move when you dive.
